You can put the logo directly into your stationery which makes it easier. The cover photo depends on your camera and landscape vs portrait mode. Generate a report and use the cover to find the exact positioning.

Now that I use stationary for cover (thanks Troy).
I notice if I crop the cover photo it will hide portions of my company name. So I just do not crop.
I also do not use a logo from HIP option as Dom said better if on Stationary.

I pulled a page from an actual report into photoshop so I could line up the stationary with how the report will print.

But when I loaded the stationary into HIP and generated a test report, the stationary did not remain centered. 

Other than keep messing with it, any hints on how to keep it centered?

I've worked on this for a while and I've got soooooo many different options, but here is my current stationery and layout I am going with, Cover and a couple pages. I'm loving it. It's only taken three years of HIP use to get here.?  :)

Actually, right as I was finishing this, I realized a couple things. You can insert a couple files into your logo and cover page photo which are mostly blank, like literally a photo of a single white pixel in a png format, and it will fill the space on the cover page just like there is a photo there. Then you could conceivably design almost anything in the center of your cover page that you want. This is what I did with my logo, the logo is actually part of the stationery, but there is a png file loaded into HIP which has a nearly transparent dot in the middle. The file is just a placeholder of sorts to keep my house photo in the right position.

I finally got all my stationary working right, but then I noticed I needed to turn off printing my logo, since the logo was on my stationary. When I did that, everything HIP printed shifted down over what I laid out!

But I was able to make a clear png that same dimensions as my logo, uploaded that to HIP as my logo to be a placeholder, and it shifted everything back up into place.

Whew.....

OK, that was a lot of trial and error, but I now have custom stationary.

I finally got around to attempting this stationary thing.  I've never used photoshop elements before, but played with it, did a little research on youtube, and managed to get something started.  

I learned a couple of things. I decided not to use my company logo in HIP so deleted it. I had the same issue with the cover page photo shifting down.  I have a box on my stationary that is there to do the shadowing of the cover page photo.  I had to move that a little bit to get it to line up again.  No big deal.  The other this is that my cover page footer text will not show up with the stationary in use.  If I remove the stationary it works fine.  So my cover page footer text is part of my stationary, not part of the HIP report.  

Anyhow, I'm still playing with it, but here is the start.
