I'm not sure I'm seeing a full enough picture of the problem. What was the purpose of the second layer of rafter ties/ceiling joists? (as best you can guess?) It almost appears someone built a second layer so they could have thicker insulation and yet still lay down boards and put storage in their attic. What does the ceiling below this and the adjoining areas do? I think we will all need a few more details to understand what we are looking at.

Agree with Cameron. Need a broader view, at a minimum. Also need you to describe what it is you are seeing, and what/why you think there is a problem.
