It is really funky. Hard to convince the owner of the 3rd world craftsmanship. If it is a DIY drip pan on the drain valve you would have to open now and then to drain. I'm not sure if the TPR will operate in emergency either.

Oh, it isn't right Tom!  I was just wondering if they were trying some DIY drain of something else, like a new drip pan under a washing machine or a steam bath in the shower or something.  People see things on TV and think they can do stuff for themselves.  In a half an hour, of course...

The work is 3rd world!  NOT CORRECT, but really fun to look at!  Sorry, I wasn't commenting on its correctness!

I have never seen a incoming water line on in behind the TPR valve. I have seen some crazy plumbing but that one takes the cake for a water heater.

I'd have to agree with Bert, the probe is the problem here.  I suppose the pressure function might still be reliable, but I can see several way the proper sensing of temperature would be interfered with. (Especially if that pipe is connected to the cold water supply!) Even the ambient air temperature could change the temp of the water in the the pipe where the probe is.

Who thinks up this stuff?      I suppose "thinks" is a generous term.
