That was a story written by Reverend Weems, but not a true one.  The Washington family had a farm nearby the city, on the Rappahannock River.  Supposedly that also is where he threw a silver dollar across the Rappahannock (not the Potomac).  I have spent many hours canoing there with Boy Scouts.

Washington was known for his integrity and honesty, and Weems was trying to give that a foundation, in addition to other traits, with his stories.  Washington did spend a lot of time in Fredericksburg before the Revolutionary War.  John Paul Jones and James Monroe lived there in that era too.  That's also where the battle of the Wilderness took place in the Civil War during the Chancellors Campaign.

When I was a contractor, I did some work on Reverend Weems's church in Alexandria, where, supposedly, he wrote a lot of those accounts, fictional and otherwise.  The original pews are still there, and labeled with the family's name!  It was a very cool experience.   The Washington family box of pews, actually separated off with a little gate, is front and center.  The box seats 12 comfortably.  People were smaller then so it may have sat more.  The wood is still in beautiful shape and I spent some time in every seat, just for the experience.
