I wouldn't call it harassing.  He was correct.  Many inspectors call NM conductors Romex and are usually incorrect.  Romex brand is more expensive than the stuff that Home Depot and Lowes sells.  If you want to make a statement, make sure it is correct.  If you state Romex, make sure it is, otherwise use the generic NM cable.  If you state it is a Jacuzzi tub, make sure it is.  If you have ever priced the difference between a spa tub and a Jacuzzi spa tub, you will understand.  The same goes for using Formica in place of laminate.  Be precise and the issues disappear.

Romex does make a  UF-B Direct Burial conductor.  Marked as such.

You wont find Romex in the homes of 9 million people surrounding Chicago. Not allowed

Romex is not allowed in buildings over 3 floors tall either.

a few other things:
A minimum of 1/4 inch of it cable insulation must be inserted into the box.
Must be protected from physical damage if outside of the finished wall.
And helped plate is required if the cable is within 1 1/4 inch of the stud face.
The cable must be clamped to the junction box with an improved clamp or secured within 8 inches of a plastic box.
No sharp bends allowed.
Conductor must be secured at least every 4 1/2 feet.
Must be protected within 6 feet of an attic access opening.
Cannot be used below floor joists if less than #8/3 wire.
18 in.? boxes too small for (3X) 12/2 Romex/NM cable

Hi Dominic...East of the line is Dupage & Cook county which is Chicago and most of the surrounding suburbs. Romex has never been used or allowed; it's always been pipe and wire. If you go into Home Depot it's not even sold.  West of the line is converting more and more to pipe and wire.  Don't dare use a plastic box until your into farmland or Iowa!
