Can Romex wire be buried underground with out being in a conduit?

Romex is a brand name, not just a type of wiring.  And no, normal NM cable cannot be buried.

There is "Romex type wiring" intended for outdoor and underground use without conduit.

Look it up.
You should know these things already!

If we allow stupid questions, do you suggest we also allow stupid inspection reports?

Lighten up, it's constructive observation.

Romex wiring is used in every house. At this point you should know what it is, how it is used, how is sized, how it is installed and can identify it 100% of the time.

If you look it up and find the answer you will also find the answer to all these other things and you will be fully prepared to conduct your inspection in the future.

I'm not here to lecture you about being lazy, I'm trying to redirect your search for the facts.
