First time I have seen this configuration. (1450 inspections on my way to 1500) By the way anyone who has done more than 5000 home inspections in there career I applaud you.

I was hesitant to stand on these steps. The interior door was sealed closed(Wonder why)

I though the pad and pier looked good but what the heck with these steps?

I recommend installing a footer/beam under steps or removing entire assembly. I was afraid to walk them. Seemed really weird like a twilight zone scenerio.
