Can't tell from the pic but if they have tabs that stick out with holes, then a padlock can be placed in the holes to lock the breaker in the ON or OFF positions. The repair tech can place a padlock on the breaker to prevent someone changing the status of the breaker during maintenance of an appliance that is not visibile from the breaker.
