The owner did not want to tear it all off with that said this attempt at a fix was what we came up with.

Looked like a good remedy!

My comment in reply #1 as to the 7-11 guys was not aimed at the people in your photos, but those who did the work originally... 

Did you do anything more under those shutters than the tar paper?  Or did that go under flashing and then the eventual shutter replacement?

Flashing out over the stucco and 2 layers of moisture barrier under the shutters. Things were caulked where need be when it was put back.

I do need to check on it again it just so happens it is another friend of mine that owns it.

IR would have been a good tool to use on that house.  Did the owner just think he had water or did he see damage?  Four years is a long time for that kind of work to cause problems in the house.  Where is it?  What's the climate there?
