Just to be clear, I don't tend to report the romex wiring in the attic unless it is cleearly in an area where it is being damaged (or could easily be because of storage arrangements).  I DO, however, report the open splices, damaged wiring, etc., that are mentioned below.

Its fine if its further than 6' from the attic opening, closer its wrong. Yes if I see splices outside of a box or the like, it gets written up.
