Proper connection at breakers?

The connections don't look right to me.   All the wiring is under the screws of the breakers but it looks like they should be inserted between two plates and the screw tightening down on it.  I think that the picture shows that some of the wiring is only barely under the screw.  The metal plates may not be visible though.  The panel was a Commander.

I just saw this thread, and am surprised nobody has chimed in. You probably already have your answer from another source, but, here's mine anyway.

You are exactly correct. The conductor should be between the two cinch plates. Never directly under the screw (or next to it) for this style breaker. This is a giveaway of a Harry Homeowner install, or a really "wet-behind-the-ears" sparky wanna-be.
