Theme 15 has now been updated so you can replace the header image.

Hey Dominic its not working for me. I try to create a block with a pict and insert in the header but it wont work. I can do it for right sidebar, content, and footer but that's it.

To replace the header image you need to go to Themes and click Configure next to theme 15. Then browse to upload an image of the exact same dimensions of the existing header (listed on the configure page).

Can the blue bar for the primary links be removed?

No it can't. It's built into the theme.
