Why are you targeting the entire state? Most people are going to be searching for inspectors in a City. If you were looking for a plumber what would you be searching for? What are the 5 biggest cities near you? Also remember you have a new site. Technically google has a 6 month sandbox that getting enough links and having enough content can break you out of early.

Here's what I suggest. Check out http://www.owlhomeinspections.com and see how at the bottom Rick has linked to Schuamburg. It takes you to http://www.owlhomeinspections.com/schaumburg-illinois-home-inspector (not the url has the city name in it). On the page the city name is repeated multiple times and some generic info is given. Basically creating a perfect situation for ranking for the city. Note that the main page uses anchor text of the city name to link to the city page.

I would also change your site slogan to something like: Performing Home Inspections in ... (list 5 cities here). That page title is important as it appears as the title in Google. Make sure every page has a page description, keywords set as well that include your cities and home inspections. The page description should be similar to the title, but add something specific to the content of the page.
